Viktoriya Zakrevskaya on 2025 Gambling Market Trends in Ukraine

At the end of 2025, SiGMA News published an in-depth interview with Viktoriya Zakrevskaya, founder of Boldozer Consulting and lecturer at the University of St. Gallen Faculty of Law, examining the structural developments and regulatory challenges of Ukraine’s gambling market. The interview was conducted by Kateryna Skrypnyk.

In the interview, Zakrevskaya notes that the most significant shift in 2025 was the growing gap between the original reform blueprint and the current regulatory reality. While Ukraine initially planned a synchronised system combining regulation, tax reform, and online monitoring, tax legislation has not been modernised. As a result, regulatory obligations for licensed operators have increased, while economic conditions have deteriorated, creating incentives for market shadowing rather than compliance.
